My friend, Sanyam, had lost his Driving License few days
back. So decided to go to Dwarka Sector 23 Police Station to get NCR. The duty
officer informed us that we will get the printed NCR the next day as the
computer operator was not available. It was surprising as the Police Station
must be ready to file reports at any point in time. To confirm, I dialed up the
Police Control Room (100) and they very clearly told that the operator must be
present 24 hours and suggested us to talk to the SHO. We waited for the SHO to
come for sometime.
There came the SHO in his gypsy with 3 policemen holding his
walky talky and files. He entered the police station no less than like a boss
of an MNC. (Who says policemen don’t have a personality?!) We followed him to
his room after 2 mins. I scanned the room but the SHO wasn’t there! Then I saw
a metallic almirah and yes there was our SHO Inspector Bhagwan Singh trying to
put something on a ceramic platter. ‘Excuse me sir.’ NO RESPONSE. ‘Sir may I
come in?’ An uninterested tone said ‘hmmm…’ We stood in the room as Bhagwan
Singh ate roasted chane (I guess)
from his platter. We started narrating our story and complained that we are not
being given the NCR.
‘Kahan khoya hai DL?’
‘Sector 23 mall me sir.’
‘Sector 23 mall me koi ghadda hai kya? Wahan bahut saare
logon k license khote hain.’
‘Pta nai sir…’
‘Wo mall hai ya koi kuan jahan sab fek kar aa jaate hain.’
WE WERE SURPRISED AND TRIED TO CLARIFY THE SITUATION BUT WHO
LISTENS… SHO PRESSES THE CALLING BELL BUTTON… DUTY OFFICER COMES IN…
‘Are bhai ye Sector 23 ka mall check karwao. Yahan koi
ghadda hai shayad jahan sab daal k aa jaate hain. Ye log march mikalenge wahan
se ab… NOC lekar traffic walon se…’
Duty Office: ‘Sir main kar rha tha inki NCR aur 1 min wait
karne ko kha.’ (HE LIED)
‘Chalo jayo ab. Yahan to har koi NCR lene chala aata hai.’
In the mean time, a gentleman with a file enters the room
and SHO greets him warmly ‘aaiye sir. Baithiye sir’. (We were still standing!)
SHO simply sent us out saying ‘abhi inse important baat
karni hai. Aap log bhar jayo. Baad me dekhenge’
We came out. The duty officer took a hand-written
complaint/request for NCR and said that next computer operator will come at
10PM and then tomorrow morning we can collect the copy.
This incident came as a shock to me. I never expected the
policemen, at least not the SHO, to behave so unprofessionally. I have been in
contact with the Delhi Traffic Police for past 1 year almost and we have been
appreciating, criticizing and helping them but they are always very kind and
courteous in their conduct.
As I posted about this on facebook, few people suggested
writing to the senior authorities about it and I will be doing so soon. Will
post a copy of the letter soon. But
this, surely, puts a serious question mark on the conduct of our beloved (??)
Delhi Police. If this is how we were treated, its not too difficult to imagine
the treatment meted out to a poor, illiterate person! We are in Delhi?! Shri B
K Gupta, are you sure Delhi Police is working as per your speeches in press
conferences???
